My Panda AntiVirus + Firewall 2007 program detects and disinfects but it is there next time I scan.

Panda is a weak virus scanner...I personally recommend McAfee Virus Scan 2007, but can also use Norton Antivirus 2007 as well. Not a lot of people use panda.
get avast pro from www.avast.com it can remove it
If you're using Windows XP, go to start-programs-%26gt;accessories-%26gt;system restore then disable system restore in the menus (don't remember which menu) then delete/disinfect the virus/program. Some viruses/worms/trojan horses use System Restore to appear again so thats why you should disable it.

Try to scan from safe mode.
Your problem sounds like you could have some virus Spyware. You can download A copy of AOL's Active
