Definition of Portal:
usually used as a marketing term to described a Web site that is or is intended to be the first place people see when using the Web. Typically a "Portal site" has a catalog of web sites, a search engine, or both. A Portal site may also offer email and other service to entice people to use that site as their main "point of entry" (hence "portal") to the Web.
So a portal IS a website, with many features rolled into one page. The iGoogle page, for example, is a portal where you can arrange portlets as you want. Yahoo also has similar features.
Only - not every website is a portal. Simple websites with only non-configurable content, for example, cannot called portals.

Portals are the unifying interface for a bunch of usually related websites. It is the "point of entry" for each of these related websites. Usually, when a user logs in to the portal and gets validated, he can enter to any of these other sites(limit to the permissions assigned to him, of course) that has links in the main portal page without having to log in again. This is called "single sign-on" (SSO). A perfect example is Yahoo. If you log on to the email part of Yahoo, you may go to other Yahoo websites without need to log in again (example, Yahoo groups) since the portal session is carried to these other sites. It recognizes your valid portal cookie.
